Jesus Christ commanded his disciples to baptize believers.

Matthew 28:19-20:
(19)  Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
(20)  Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen.

Who are the only true candidates for baptism?

Only those who have repented and gotten saved.

Matthew 3:2-8:
(2)  And saying, Repent ye: for the kingdom of heaven is at hand.
(3)  For this is he that was spoken of by the prophet Esaias, saying, The voice of one crying in the wilderness, Prepare ye the way of the Lord, make his paths straight.
(4)  And the same John had his raiment of camel’s hair, and a leathern girdle about his loins; and his meat was locusts and wild honey.
(5)  Then went out to him Jerusalem, and all Judaea, and all the region round about Jordan,
(6)  And were baptized of him in Jordan, confessing their sins.
(7)  But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come?
(8)  Bring forth therefore fruits meet for repentance:

Acts 2:37-38:
(37)  Now when they heard this, they were pricked in their heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do?
(38)  Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.

Only those that believe the gospel.

Mark 16:15-16:
(15)  And he said unto them, Go ye into all the world, and preach the gospel to every creature.
(16)  He that believeth and is baptized shall be saved; but he that believeth not shall be damned.

Only those that have faith in the Lord Jesus Christ.

Acts 8:36-37:
(36)  And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized?
(37)  And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God.

Therefore infants do not need baptized.

Immersion is the only true mode of water baptism. The Greek word “baptizo” means “to immerse”.

Jesus was baptized as an example for us. He went into the river Jordan and came up out of the water. He was immersed.

Matthew 3:13-16:
(13)  Then cometh Jesus from Galilee to Jordan unto John, to be baptized of him.
(14)  But John forbad him, saying, I have need to be baptized of thee, and comest thou to me?
(15)  And Jesus answering said unto him, Suffer it to be so now: for thus it becometh us to fulfil all righteousness. Then he suffered him.
(16)  And Jesus, when he was baptized, went up straightway out of the water: and, lo, the heavens were opened unto him, and he saw the Spirit of God descending like a dove, and lighting upon him:

Philip baptized the Ethiopian eunuch.

Acts 8:36-37:
(36)  And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized?
(37)  And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God.

Both minister and candidate went into the water.

Acts 8:38: And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him.

Both came up out of the water. The eunuch was immersed by Philip.

Acts 8:39: And when they were come up out of the water, the Spirit of the Lord caught away Philip, that the eunuch saw him no more: and he went on his way rejoicing.

There must be sufficient water to immerse candidates in.

John 3:23: And John also was baptizing in Aenon near to Salim, because there was much water there: and they came, and were baptized.

What is the scriptural design and purpose of water baptism?

It is an outward sign of an inward work which has already taken place in the heart of the candidate. It is symbolic or figurative of the cleansing from sin.

Acts 22:11-16:
(11)  And when I could not see for the glory of that light, being led by the hand of them that were with me, I came into Damascus.
(12)  And one Ananias, a devout man according to the law, having a good report of all the Jews which dwelt there,
(13)  Came unto me, and stood, and said unto me, Brother Saul, receive thy sight. And the same hour I looked up upon him.
(14)  And he said, The God of our fathers hath chosen thee, that thou shouldest know his will, and see that Just One, and shouldest hear the voice of his mouth.
(15)  For thou shalt be his witness unto all men of what thou hast seen and heard.
(16)  And now why tarriest thou? arise, and be baptized, and wash away thy sins, calling on the name of the Lord.

That was Paul’s testimony at a later date. He was already saved and sanctified before he was baptized.

Acts 9:1-18:
(1)  And Saul, yet breathing out threatenings and slaughter against the disciples of the Lord, went unto the high priest,
(2)  And desired of him letters to Damascus to the synagogues, that if he found any of this way, whether they were men or women, he might bring them bound unto Jerusalem.
(3)  And as he journeyed, he came near Damascus: and suddenly there shined round about him a light from heaven:
(4)  And he fell to the earth, and heard a voice saying unto him, Saul, Saul, why persecutest thou me?
(5)  And he said, Who art thou, Lord? And the Lord said, I am Jesus whom thou persecutest: it is hard for thee to kick against the pricks.
(6)  And he trembling and astonished said, Lord, what wilt thou have me to do? And the Lord said unto him, Arise, and go into the city, and it shall be told thee what thou must do.
(7)  And the men which journeyed with him stood speechless, hearing a voice, but seeing no man.
(8)  And Saul arose from the earth; and when his eyes were opened, he saw no man: but they led him by the hand, and brought him into Damascus.
(9)  And he was three days without sight, and neither did eat nor drink.
(10)  And there was a certain disciple at Damascus, named Ananias; and to him said the Lord in a vision, Ananias. And he said, Behold, I am here, Lord.
(11)  And the Lord said unto him, Arise, and go into the street which is called Straight, and enquire in the house of Judas for one called Saul, of Tarsus: for, behold, he prayeth,
(12)  And hath seen in a vision a man named Ananias coming in, and putting his hand on him, that he might receive his sight.
(13)  Then Ananias answered, Lord, I have heard by many of this man, how much evil he hath done to thy saints at Jerusalem:
(14)  And here he hath authority from the chief priests to bind all that call on thy name.
(15)  But the Lord said unto him, Go thy way: for he is a chosen vessel unto me, to bear my name before the Gentiles, and kings, and the children of Israel:
(16)  For I will shew him how great things he must suffer for my name’s sake.
(17)  And Ananias went his way, and entered into the house; and putting his hands on him said, Brother Saul, the Lord, even Jesus, that appeared unto thee in the way as thou camest, hath sent me, that thou mightest receive thy sight, and be filled with the Holy Ghost.
(18)  And immediately there fell from his eyes as it had been scales: and he received sight forthwith, and arose, and was baptized.

It is a “figure” or representation of salvation.

1 Peter 3:20-21:
(20)  Which sometime were disobedient, when once the longsuffering of God waited in the days of Noah, while the ark was a preparing, wherein few, that is, eight souls were saved by water.
(21)  The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ:

Literal water cannot cleanse the heart from sin. Only the blood of Jesus Christ can do that.

Revelation 1:5: And from Jesus Christ, who is the faithful witness, and the first begotten of the dead, and the prince of the kings of the earth. Unto him that loved us, and washed us from our sins in his own blood

The household of Cornelius was baptized after they had received the Holy Ghost. Therefore water baptism does not actually save the soul from sin for only saved people can be sanctified or receive the Holy Ghost.

Acts 10:44-47:
(44)  While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
(45)  And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
(46)  For they heard them speak with tongues, and magnify God. Then answered Peter,
(47)  Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?

It represents our death and burial to sin and our being raised to a new life in Christ.

Colossians 2:12-13:
(12)  Buried with him in baptism, wherein also ye are risen with him through the faith of the operation of God, who hath raised him from the dead.
(13)  And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses;

Romans 6:1-4:
(1)  What shall we say then? Shall we continue in sin, that grace may abound?
(2)  God forbid. How shall we, that are dead to sin, live any longer therein?
(3)  Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death?
(4)  Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life.

Immersion is the only mode of baptism which correctly demonstrates a death to sin and a resurrection to a new life in Christ.

Jesus Christ, the head of the church, taught his disciples the true baptismal ceremony.

Matthew 28:19: Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:

Candidates must be baptized in the “name of the Father, and the Son, and of the Holy Ghost.”

When the bible refers to disciples baptizing in the “name of Jesus Christ” it means their authority and power to do so came from Jesus Christ.

Acts 2:38: Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.

Acts 8:16: (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)

The disciples also taught the people in the name of Jesus.

Acts 4:17-18:
(17)  But that it spread no further among the people, let us straitly threaten them, that they speak henceforth to no man in this name.
(18)  And they called them, and commanded them not to speak at all nor teach in the name of Jesus.

They spoke in the name of Jesus.

Acts 5:40: And to him they agreed: and when they had called the apostles, and beaten them, they commanded that they should not speak in the name of Jesus, and let them go.

They preached in the name of Jesus.

Acts 9:27: But Barnabas took him, and brought him to the apostles, and declared unto them how he had seen the Lord in the way, and that he had spoken to him, and how he had preached boldly at Damascus in the name of Jesus.

We are to do all in the name of Jesus.

Colossians 3:16: Let the word of Christ dwell in you richly in all wisdom; teaching and admonishing one another in psalms and hymns and spiritual songs, singing with grace in your hearts to the Lord.

Our power and authority to do good works comes from our Lord Jesus Christ for he said “without me ye can do nothing.”

John 15:5: I am the vine, ye are the branches: He that abideth in me, and I in him, the same bringeth forth much fruit: for without me ye can do nothing.

The disciples obeyed their Lord Jesus Christ, the head of the church, and baptized in the “name of the Father, and of the Son, and of the Holy Ghost.”
